For the named organiser who designs the fire strategy for an event or programme and accepts, in writing, the fire risk that remains.

What you will be able to do

  • Identify the Responsible Person for an event and its premises from the facts, by law and by nation.
  • Record what Responsible Persons sharing premises have shared, and record missing co-operation as missing.
  • Write a fire strategy that names who watches each location, who holds the fire plan and who may stop the show for fire.
  • Put the fire risk assessment in the hands of the people who carry out its measures.
  • Set the policy, before the event, for who may stop the performance for fire and who covers for them.

What the chapters cover

  • Identifying the Responsible Person by instrument, nation and name
  • Co-operation when Responsible Persons share premises
  • Giving the fire risk assessment effect on the day
  • Setting the policy for stopping the performance for fire
  • Preparing the file for a fire authority, Safety Advisory Group or coroner
  • The strategy paper and the residual risk statement

Thirteen chapters run from who holds the duty to the signed residual-risk statement, with thirteen quick-reference cards you may copy for use at your own event. Worked examples are composite illustrations, not accounts of real events.

Strategic titles are for the named organiser who designs the system across an event or a season and signs the risk that remains. OTAS Live publishes 30 handbooks across ten areas of event work, each at Operational, Tactical and Strategic level.

UK law, nation by nation

Law as checked in September 2026, with England and Wales, Scotland and Northern Ireland named separately.

Three levels in Fire Safety at Events

Each area of event work is covered at Operational, Tactical and Strategic level, so the series follows the job from the post on the ground to the decisions around it.
