For the person named on the brief to hold the fire plan on the day. You keep a plan Event Control and the fire stewards can run, and you decide when it changes.
What you will be able to do
- Name the fire plan in force and the people who can run it, and record anything missing.
- Identify information that means the plan cannot stay as written, and record it before the next cue.
- Compare two fire actions that cannot both run, and choose the one that can be carried out, not the faster one.
- Check an effect against the plan, and stop one the plan does not contain.
- Stop an effect that no longer matches its brief, and take its cue out of use.
What the chapters cover
- Naming the fire plan now in force
- Comparing fire actions that compete
- Checking and stopping an effect
- Aborting a zone or the event because of fire
- When production will not accept the plan
- Leaving a written record you will stand behind
Thirteen chapters follow the job in order, with thirteen quick-reference cards you may copy for use at your own event. Worked examples are composite illustrations, not accounts of real events.
Tactical titles are for the person coordinating several posts or departments once the plan has to change on the day. OTAS Live publishes 30 handbooks across ten areas of event work, each at Operational, Tactical and Strategic level.
UK law, nation by nation
Law as checked in September 2026, with England and Wales, Scotland and Northern Ireland named separately.
Three levels in Fire Safety at Events
Each area of event work is covered at Operational, Tactical and Strategic level, so the series follows the job from the post on the ground to the decisions around it.
- Operational 4.1 Fire Prevention and First Action
- Tactical 4.2 The Fire Plan, Effects and Abort Decisions (this book)
- Strategic 4.3 Fire Strategy and the Responsible Person
