Event services by level: Operational, Tactical and Strategic
Every service sets out what OTAS does on the ground and on the day, and before and after the event. You can buy all 3 levels, or only the one you are missing.
How the services fit together
Buy the level you are missing
We offer 6 core services, each set out at Operational, Tactical and Strategic level, with how it is delivered and what it does not include.
Most clients buy 1 or 2 services to fill a gap in their own team, and some hand us the whole operation around the event. Either way, OTAS staff do most of the work directly, remotely or as the OTAS manager on site, and every function reports into one plan and one Event Control.
| Service | Operational | Tactical | Strategic | How to buy |
|---|---|---|---|---|
| Event Operations Management We run this service on site. | The manager is on site every day of the deployment and walks the site. | The manager directs every OTAS post and any site crew you supply (not SIA-licensed staff), and coordinates contractors where several employers share one site. | We give operations input to your event management plan, and answer operational questions at SAG and CDM meetings. | Request a quote |
| Event Safety Management We run this service on site. Documents-only option: Event Safety Documents. | The manager is on site every day of the deployment, walks the site and signs the daily pre-doors check before the public are let in. | The manager coordinates contractors where several employers share one site. | We give safety input to your event management plan and safety plan, and answer safety questions at SAG and CDM meetings. | Request a quote |
| Event Control We run this service. | We set up the room and test the radios, keep the incident log in real time with every entry timed, and run the radio checks and the night handover. | The Event Control Manager chairs the room, looking after the log, radio discipline, incidents and escalation to you. | We write the room specification, radio plot and log format into the plan, with a staffing model that respects working time rules. | Request a quote |
| Site Operations We run this service. | We open and lock the compound every day and meet every vehicle. | We run deliveries against the daily run sheet and walk every structure and cabin as it arrives. | We give site layout input on the compound, routes and sterile lines, as part of Event Operations Planning. | Request a quote |
| Event Operations Planning We run the planning and plan it with your suppliers. | We walk and measure the site, and hold calls and site visits with your security, medical and traffic contractors. | We build the daily run sheet from first cut to issue, and work up the security schedule with your provider, with a briefing card for every position. | We support your licensing options and SAG work, with you as the applicant, and comment on your safety plan. We can write the event management plan as a quoted add-on, and you remain its owner. | Request a quote |
| External Operations and Community Liaison We run the external operation and plan it with your licensed contractors. | We brief external teams, drawn from OTAS or your own staff, and put them in position at transport points and on footways, walking routes and pinch points, where they give people information and directions on foot and report problems to Event Control. | An External Operations Manager runs the outside of the event on the day. | We write an external operations plan that maps the external area, with routes, transport points, call signs, positions and contingencies. | Request a quote |
Where we run a function, it sits under our own contract and we do the work ourselves. Where we plan it with you, your team or a contractor you appoint, hold the contract and run it, with their own supervisors managing their staff. We agree the plan with them and link them to Event Control. For security, OTAS does not manage or supervise SIA-licensed staff. We agree which arrangement applies to each function before the job starts.
Set out by level
The levels in plain words
Operational
Doing the work on the ground
The hands-on work in a zone or function, such as opening the site, meeting vehicles, walking the checks, keeping the log and logging contacts on the event's resident line.
Tactical
Running the live plan on the day
Running the plan while the event is live: directing the people, agreeing the plan with each contractor, making live calls inside agreed limits and escalating to you.
Strategic
Helping you decide, before and after
The planning and review around the event, including site layout plans, risk assessments, SAG and licensing papers and the debrief. You make the decisions and keep the remaining risk.

Process
From the first call to the debrief
Plan
We start with a written scope that sets out the posts, the days, the outputs and the price. Then we write the plan itself: the run sheets, layouts, documents and the Event Control specification.
Build
We are on site from the first truck, running deliveries, contractors, structures and the daily checks against the plan.
Live
While the public are in, we run the plan. We hold the site, chair Event Control and make live calls inside agreed limits, escalating to you.
Break
We look after the load-out, the external area and the neighbours until the last vehicle leaves, and hand the ground back as we found it.
Review
We run a debrief from the written record, with dated, costed actions for the next edition.

Where we work
We work on site across the UK from our Glasgow base, including Edinburgh and the rest of Scotland, and internationally, with planning done remotely, in English. Work away from the UK is quoted per job, with the posts, days, currency and travel set out in the written scope.
How we deliver
- Remote
- Desk and meeting days for documents, marked-up site layout plans, schedules and calls. This is our first choice for planning and documents, for UK and English-speaking international clients.
- On site
- OTAS posts on the ground for named days, from build through the live days to break.
- Hybrid
- Remote planning in the months before the event, then on site from the first truck to the last. This is the usual model for a full deployment.
Questions
What do Operational, Tactical and Strategic mean?
Operational is the work on the ground. Tactical is running the live plan on the day. Strategic is helping you make the decisions before and after the event.
Do I have to buy all 3 levels?
No. You can buy one service at one level, such as a remote risk assessment, or a full team across all 3.
What is the difference between running a function and planning it with your team?
Where we run a function, it sits under our own contract and we do the work ourselves. Where we plan it with you, your team or a contractor you appoint, hold the contract and run it, with their own supervisors managing their staff. We agree the plan with them and link them to Event Control. For security, OTAS does not manage or supervise SIA-licensed staff. We agree which arrangement applies to each function before the job starts.
How is a job priced?
Every job is priced in a written scope and quote before work starts, covering the posts, the days, the outputs and any travel. You can also ask for our rate card by email.
Do you work outside the UK?
Yes, in English. Work outside the UK is quoted for each job, with the posts, days, currency and travel set out in the scope.
