Specialist add-on

Event Resilience Lead: one senior lead at the scene

One senior lead, named before the event, who goes to incidents that involve several teams and coordinates them at the scene within limits you have signed off.

A specialist add-on to Event Control, your departmental leads and your emergency plan. £700 a day. Every job is scoped and confirmed in writing before it starts.

Specialist add-on. We run the post; your leads keep their departments.

Large events produce problems that do not stay in one department. Rising crowd density meets a medical call and a security response, or an emergency route is lost and several areas feel it. Each departmental lead is strong in their own lane. The question at the scene is who aligns them. The Event Resilience Lead answers that question before it is asked.

One senior OTAS lead, named and briefed before the event, with no fixed base and no department of their own. At an incident that involves more than one discipline, the lead coordinates the teams at the scene through their own leads and supervisors, within limits you have signed off, sends Event Control short, structured situation reports and hands back cleanly once it is stable. Event Control holds the centre. The lead goes to the problem.

Who it is for

  • Organisers and promoters of large, high-density or multi-stage events
  • Venue and site operators running several stages, venues or zones at once
  • Organisers running a season of events with the same teams
  • Safety and licensing leads asked who coordinates at the scene of a serious incident

Our method

How we run it, step by step

  1. Plan

We read your plans, find the gaps between disciplines, and write the activation levels, role description and coordination clause. You sign off the limits and name your decision maker.

  2. Build

We brief your departmental leads, Event Control and key supervisors, run the readiness checklist, and walk the site to agree the higher-risk moments.

  3. Live

The lead listens to both channels, roams and is present at higher-risk moments. At an active incident across disciplines, the lead declares it on the Event Control channel, coordinates, reports and escalates.

  4. Review

We review every serious activation, give a factual account to your debrief, and write each lesson as a change, a named person and a date.

Light beams sweep over a festival crowd at night, with the main stage lit purple on the left and a lit ferris wheel in the distance.

Deliverables

What you receive

  • A named lead and named cover

One senior OTAS lead for the live days and higher-risk build days, with cover from inside OTAS working to the same framework.

  • A readiness pack written into your plans

Activation levels and escalation criteria, the role description and coordination clause, framework text for your event management, emergency and radio plans, a pocket card and a readiness checklist. You stay the owner of your plans.

  • Structured situation reports

Four fields from the scene: what is happening, actions taken, what is required and the recommended options, kept in the Event Control log.

  • Prevention log and review

A timed record of support given before issues became incidents, an activation record, a review of every serious activation, and a review against measures agreed with you.

What the lead does at each level

LevelWhat OTAS does
OperationalThe lead is physically present at higher-risk moments and at the scene, working through each team's own supervisors. OTAS never manages SIA-licensed staff.
TacticalThe lead roams and supports your departmental leads in normal operations. At an active incident across disciplines, the lead coordinates the teams at the scene within your written limits, reports to Event Control and hands back once it is stable.
StrategicWe write the activation levels, role description and coordination clause, and agree the limits with you. The lead escalates at once to your named decision maker, with options, when a strategic criterion is met, and leads the season review. The decision always stays with you.
How it is delivered
This is hybrid work: planning days to write the framework in and brief your leads, then on site for the live days and higher-risk build days. It needs an Event Control room and log (OTAS Event Control or your own), named departmental leads and an emergency plan, which is why it is sold as an add-on. Remote option: OTAS writes the readiness pack as planning days, and your own senior person runs the role on the day.
What you get
  • One named person to align the teams at an incident that crosses disciplines.
  • One clear picture from the scene for Event Control.
  • Coordination that is written down, declared, logged and handed back.
Price

What is not included
The lead does not own or run any department, does not run Event Control or keep its log, and does not overrule a specialist on a single-discipline matter. Stopping the show, evacuation and any decision outside the agreed limits stay with you. We do not direct the police, fire or ambulance service or any agency, manage or supervise SIA-licensed staff, provide response vehicles or medical care, hold the premises licence or give legal advice, or take on duties under the Terrorism (Protection of Premises) Act 2025 (Martyn's Law), which stay with the responsible person. Writing your emergency plan or safety documents is part of Event Safety Management, not this add-on.

A planned shift is up to 12 hours, including handover. 24-hour or overnight cover is a second shift, not one long day. If a day runs over, which is the exception and not the plan, time over the planned shift is charged per hour or part hour at the overtime rate on our rate card, agreed on the day and confirmed in writing. No one works more than 16 hours on site, and the next shift starts after at least 11 hours' rest. Minimum on-site booking: £1,075 (one manager day and one planning day). Night, bank holiday and short-notice rates, overtime, discounts and expenses are on the full rate card.

Every job is scoped and confirmed in writing before it starts.

How it fits

Alongside Event Control, not instead of it

Event Control holds the centre. The Event Resilience Lead goes to the problem. The two are designed to work together, and the lead never runs a parallel command net. Every activation and every handback is said on the Event Control channel and written in its log.

This add-on strengthens a structure that already works. It does not replace a missing event manager, safety lead or Event Control.

Questions

Questions clients ask

What does the Event Resilience Lead do?

They listen to both radio channels, move across the site to the moments you have marked as higher risk, and go to any incident that involves more than one discipline. There they coordinate the teams through their own leads and supervisors, within limits you have signed off, report to Event Control and hand back once it is stable.

Does the lead take over our departments or Event Control?

No. Your departmental leads keep their departments, Event Control keeps the log, and you keep every strategic decision. Authority is temporary, tied to one incident, declared on the Event Control channel and handed back as soon as the situation is stable.

Why is it sold as an add-on?

It needs an Event Control room and log (OTAS Event Control or your own), named departmental leads and an emergency plan. It adds a layer of resilience to a structure that already works. Where those are missing, start with the matching OTAS core service.

Can it be bought remotely?

Yes, the readiness part. OTAS writes the framework, role description, coordination clause and briefing pack as planning days, and your own senior person runs the role on the day.
