For the person at the gate or on the vehicle route. You compare the plan with the ground, and stop a vehicle or hold people when they share the route.

What you will be able to do

  • Name your gate, the vehicle route and the pedestrian route, and check them against the plan.
  • Write down the first difference from the plan before the next vehicle arrives.
  • Stop a vehicle, hold people or hold the gate when vehicles and people share the same ground.
  • Hold a vehicle that is not on the list, without searching it.
  • Move people onto the pedestrian route.

What the chapters cover

  • The plan compared with the ground
  • A live conflict between a vehicle and people
  • The gate: open, closed, or held
  • A vehicle that is not on the list
  • Stopping a vehicle, or stopping people using the route
  • The written decision at this gate

Thirteen chapters follow the job in order, with thirteen quick-reference cards you may copy for use at your own event. Worked examples are composite illustrations, not accounts of real events.

Operational titles are for the person doing the job at one post, door, desk or location on the day. OTAS Live publishes 30 handbooks across ten areas of event work, each at Operational, Tactical and Strategic level.

UK law, nation by nation

Law as checked in September 2026, with England and Wales, Scotland and Northern Ireland named separately.

Three levels in Transport and Access

Each area of event work is covered at Operational, Tactical and Strategic level, so the series follows the job from the post on the ground to the decisions around it.
